The safe being locked open makes it have more value than if it were closed and locked.
The feeling you described when turning the dial is common on Hall direct fence locks. Turning the Bolt control handle fully extending the bolt-work, what you were feeling when turning the dial should subside.
If you get the safe you will be transporting the safe home I would swing it by a lock shop and ask what they would charge to service the lock and to set a combination. I think most places would be under $150 to do so.
