Jim, your comment that the dial won't pull out the fron is one of the clues that suggests a box made well before the 1940s.

Many older safe doors were composed of separate layers of steel, and the spindles of their dials were shaped in such a way (tapered or collared) as to be trapped forever in the doors, unless the door laminations were removed (major deconstruction). Trapping dial spindles that way rendered them both punch and pull proof.
