A safecracker in Canada said that it looks like it was made by Herring-Hall-Marvin around the turn of the century. Maybe the "shipped 7-12-40" stamp was from a rebuild or new locks installed. These dials have the S&G logo on the dial cover and not the patent dates. I don't know what year that changed. That may help to date the locks but not the safe.
