Set the safe on it's back and heat up the square bolts with a torch let cool and see if they loosen. If not try Kroil after it cools and let it set for a couple of days that may help.

Many older threads had much tighter tolerances due to being "hand chased". Modern screw threads only "catch" the surfaces about 75% compared to older "Full Threaded" bolts. A "Full Threaded" bolt can cause what machinists call "Body Bound" or having threads with a very tight fit...
