If the combination is correct you're either dialing incorrectly or the lock is broken or bound.

When dialing count "times TO the number, not past the number. Every time the number being dialed aligns at the dialing index counts as 1.

"0" is not a reference point, nor is the previously dialed number. Pay attention only to the number being dialed.

Your turns (4-3-2-1) sound correct if you're working with a 3 number combination and if your lock is the type for which the dial comes to a dead stop on the final turn. The stopping point is not one of the combination numbers, just a stopping point. Even if you reset the combination the stopping point won't change.
