For the sake of having this info in the archives for future locksmiths researching how to work with Schlage restricted keyways, there is no validation to be given to the end user. The end user simply registers as a new user on the eValidate site, select that you already "have an Everest, Primus or Falcon restricted account?" and put the account number stamped on the back of the key (the E####### one) in the box and submit the form. If they have any questions, they'll call that person, but when I've helped customers do this, it's been approved very quickly, and then the user generates the validation number that allows you to purchase the materials you need. It's a very simple process.
I can speak only for myself, but I regularly take Kwikset and Defiant locks off of facilities and replace them with the sort of product you want to throw away—I specifically won't service them. You'd do well to carefully remove the locks and sell them here on ClearStar. There's a market for these things.
