A lot depends on which models of Mosler safe deposit locks you have. Some can be picked by a skilled person. So the answer to how to pick or otherwise open them is to hire someone who knows how and who is properly licensed for the work if your state requires lecensing.

Fitting keys for the locks is another job for a person with the proper equipment and skill.

The scale of the work you're describing has a potential for being expensive, and your last comments about not wanting to spend too much money pretty much establishes that you won't be too interested in the project after getting some price estimates from companies able to do the work.

It's not like as if we don't like our work, but as far as entertainment goes, you're going to need a skilled performer. Even clowns get paid.
