You don't want to drill the fence off and repair it.I just rebuilt one for a customer that had some knucklehead do that. You have to: Remove the back panel. Bust out about a square foot of concrete / insulation. Break the cast iron cover over the bolt control handle. Remove the fence and the drilled off piece. Braze them back together and regrind to spec. Braze the cast iron cover pieces back together. Bring some welders blankets and a fan. Pour new fire fill/concrete. Allow to cure for a few days. Service safe lock and bolts. I bill $600 for such a repair. I would charge less than that to open it. All because you don't have the tools or skills to do the job right..... Dan
